If so can somebody give me a reptile dealers number or information on where to purchase one?
The previous answer is correct, you cannot own one legally. There is an Australian wide law banning the ownership of non-native reptiles by private citizens.
There is a licensing system that differs state by state that governs the ownership of reptiles by private citizens but they all restrict you to native species.

where to buy pet turtles in NSW?
ive been looking into getting a pet turtle and i know you have to get a reptile license but i also read that pet shops arent allowed to sell or buy them, so where am i supposed to buy one from? im looking for a dry land turtle that doesnt grow too big, if anyone has any links to sites/places that sell them
Most of the native turtles you can keep as pets are aquatic, not dry land based.
